Why was new rail deposited at Ft. Ham. Pkwy. (N)?

Just weeks after the installation of completely new track panels, with concrete ties, along much of the Manhattan-bound N tracks, including at Fort Hamilton Parkway, a set of two very long lengths of rusty, curvy rails has been deposited between the new running rails.

These rusty rails sit in the depression in the concrete ties, but are not attached, just laying there.

What is their purpose?

are there any un protected curves (no guard rail) in the nearby area?

The track is very straight before, through, and after the Fort Hamilton Parkway station.
