The article mentions that work on the Dey St underpass is complete. Is this “openable”-complete, or “major work is done but there is still a hoarding while we finish”-complete? |

I would presume that they kept Cortland St closed for a while so that they could dig a reasonable sized underpass out onto the WTC concourse, outside of fare control. At least that was my understanding from the concept video on the MTA web site.b) I have no information on that. But I would expect an elevator down to the underpass. |

The service advisory page of the MTA website states that it reopens on Monday Nov.23rd, but they do not state a time.Obviously it will happen rigt after a bunch of suits get their photo op. |
