I would presume that they kept Cortland St closed for a while so that they could dig a reasonable sized underpass out onto the WTC concourse, outside of fare control. At least that was my understanding from the concept video on the MTA web site.b) I have no information on that. But I would expect an elevator down to the underpass. |
