Elected Officials Call for Extension of Q Line to Supplement Roosevelt Island

In a joint letter dated January 20th, 2008, to MTA NYCT President Howard H. Roberts, Jr., it has been requested that the MTA re-evaluate the transit needs of Roosevelt Island and requests that a short term solution be instituted that would include extending the Q Line through 21st Queensbridge until the Second Avenue Subway is operational.

The letter is signed by United States Representative Carolyn Maloney, NYS Senator Jose M. Serrano, NYS Assembly Member Micah Kellner, and NYC Council Member Jessica Lappin. The letter is a follow-up to Council Member Lappin's July 2006 letter to the MTA.

This sounds pretty bad, a "Q" Train terminating on thru tracks for the "F"...well, they could send it via the Queens Blvd Local, but on top of Forest Hills' crappy terminating skills, this could be bad for riders of other intersecting lines of this new "Q", the TPH of the R/V, etc

Their letter has it going back through to 21st St Quensbridge and I guess "turning around" after that. I am not sure of the technical location where that is.

Terminating on the F's tracks at the height of rush hour could possibly mess things up more, due to trains having to turn around, and at one point, even wrong railing into the station. As said, if Forest Hills had good terminating capabilities, then maybe it could be extended out there instead, "out of the way" of the F's through service...

What I could recommend is, urge the need for the Second Av Spur going from R.I. station, to the 2 Av Line heading south. It may have little chance of being done (as much as the SAS itself), but after hearing this, it may be worth the shot :-\

They propose turning the F train where the oramge Q and B used to turn prior to completion of the Connector. 21 St has a crossover for that purpose.

It's a good idea and the tunnel does have excess capacity, though turning a train takes more time than merely running through. Still, perhaps the Q could be extended, at least during non-rush hours (yes, I know that's not what they are asking for, but it's a place to start and better than nothing).

And this renews my idea of perhaps having a second Roosevelt Island station serve as a terminal for perhaps the N train running from there, and then coming into Manhattan through a new tunnel from the northern end of Roosevelt Island, as noted in another thread perhaps through 76th street (no, not that 76th street) or 79th street with a stop on 76th or 79th and York-1st Avenues before joining the Q at 72nd/2nd before both trains go to Broadway via 63rd Street and wind up on the express track. In that scenario, the W becomes the full-time Astoria train while the R remains as it currently is. Such a new N line could later be extended into Queens as a super express that could start on the built-but-never-used upper level of the Roosevelt Avenue Station.

That would solve the problem on Roosevelt Island to me.

21st Street has a crossover for that purpose, yes. But you can't just turn trains on a mainline track like that during rush hour without causing major delays. This one is dead on arrival.

That would be extremely convenient for me, and I would actually like that idea (the 76th and 1st/York stop)...however being familiar with the area and its residents, unfortunately I can tell you that it will never happen. NIMBYs are in major abundance in the area, and a lot of them have money, which is a factor in the decision making...

However, in a hypothetical where it does happen, I think they'd have to run the W more frequently, so a provision for this would likely have to include refurbishing the City Hall LL to terminate ol' Wilbur, because Whitehall St. doesn't have enough capacity. With no layups or approaches to the middle track at Whitehall, all delays in turning trains would affect the R as well, and the N on weekends if they still decide not to send it via Bridge (I'd think they would, but just saying if they didn't).

As for Queens someday, I'd like to see them expand subway service OFF Queens Blvd. some more, to ease congestion on those lines. Perhaps a line that once in Queens works its way towards Astoria Blvd. and follows that East. But, well, now we're really dreaming...

...or perhaps, a new line in Queens could follow Broadway, stop at new lower levels at the Steinway St. thru Northern Blvd. station stops, then follow Northern Blvd. East. This would give commuters connection to sixth ave via (V) - which would also get them to the (E), 60th St. via (R), and east side via SAS. Anything else they might need, they should be able to get on the other side of the river. This could help divert some of the crowding from Queens Blvd to the new line.

Yes the elcted officials recognize the Q will be leaving for the SAS when that is completed.

Their letter recognized that problem but are mainly concerned right now that in 2009 the Tram will be off-line for 9 months or more and they feel this will pick up the the extra commuters that rely on that service until the Tram returns.

Yes RI will still have transit growth issues due 5 more buildings coming on line so the short term solution is what they are aiming for currently

Sending the Quincy to 21st is a pipe dream really, the Fox runs 3 to 5 minute headways during the rush hour and you are going to turn trains right on the MainLine at 21 Street?

Yeah sure keep waiting for that one Roosevelt Island officals..

Like a poster said perhaps sending the Romeo via 63rd Street "perhaps" can be done Operations and plannning has to look into it change the TimeTables,Work Programs for quite a few Lines its not easy like "some" people may "think"...

Again just dont hold your breaths looking for this..

How about sending every other R train through 63rd instead of 60th st? Or every other V train? Or some combination? Or terminate some R trains at 57th and send some Q trains through? The last one is probably too complicated. Give the alternate routing a different letter so people know which way it is going, but otherwise keep the trains the same.

It will add some service to RI without taking too much away from other service.

Although I don't ever see it myself, I hear (here mostly) that the V isn't all that crowded, and maybe there is some capacity there to reroute some trains via 63rd.

Better to aim at some more trains originating at Forest Hills in the AM peak, and coming out of Brooklyn in the PM peak, which run local on the Queens Blvd Line.

How packed is the F coming out of Roosevelt? (And I don't want the standard TA there is no problem response)

Any time you have to re-route a train anywhere than its "scheduled" route unless its a G.O or an emergency it has to ben looked at.

Work Prgroams have to be re-done as well as the Timetables even if its ONE train or every other train still the same.

This is how its done down here.

True…only if F trains started at 21st Street.

Since they don't, they're already crowded by the time they reach Roosevelt Island.

I see two ideas:
1. Have Q trains run via the 63rd Street Tunnel into Queens.
As to where to turn Q trains if they do this:
* 21st Street is not an option.
* Roosevelt is not an option.
* Continental is not an option.
* North of Union Turnpike is an option, only if E trains run local north of Continental.
* North of Parsons is an option.
* 179th is not an option.
* Anywhere on the Archer Avenue line is not an option.

2. Terminate R trains at Queens Plaza
* R trains run via Whitehall and run local to Queens Plaza.
* R trains terminate at Queens Plaza. Transfer to G or V for continuing service.
* Q trains run via Bridge and run express and via 63rd Street to 36th St/Northern, then local to Continental
ISSUES: Terminating R trains might block E/V trains unless the R trains leave after the E/V train.

Sure, any moron can tell you that turning Q trains impedes F service in both directions. This stupid service place is best suited for the 10,000 RI residents at the expense of 250,000 F line riders in Queens.



Try extending 3 service to 149th Street/Grand Concourse and have trains turn there, even during rush hours. Or extend the W to Prospect Park on the Brighton line.

Just about nobody wants to be re-routed via 63rd St so that Roosevelt Islanders can have a seat during peak periods, though.

Plus changing around schedules isn't as easy as that. Lots of consequences follow from changes.

Why isn't 179 an option? It could work if they stopped storage on the express tracks or only send the Q to 179 on a schedule like the B and ran it express all the way to 179.

It's not the physical facilities at Continental that prevent turning more trains. It's NYCT's policies and procedures. When I moved to NYC in 1973, It was rare to see more than 2 trains waiting between there and 67th to get into the station. As the years progressed, the queue grew into the notorious 'conga line', moving the point where crawl and holding delays begin on the line ever further south toward Roosevelt. My unofficial/unscientific observations put it at 2 or 3 additional trains joining the conga for each change in "the rules" that slows things down.

If the politicos do get their way, there's going to be a lot of "who's the Einstein who thought this up?" happening and "suddenly" Continental will be able to turn 3 lines...or they're going to have to clean up Roosevelt Upper and lay some rails.

The goal is to have relatively uncrowded trains to stop at Roosevelt Island during the rush hour. If trains ran all the way to 179th, they'd just want to start them there, which wouldn't solve the problem since by the time they reach R.I., they'd be crowded like the F trains.

I prefer option 2 though. Those who use the R to get to 5th Av or Lex/60 from between Continental and 36th/Northern would then be more likely to take the V, either for its stations 7 blocks south, or to take the R at Queens Plaza. For other Broadway Line stations, they still have the Q, and can transfer at an express station for the R or W.

I'm not sure what "days in the street" means, but if it includes scraping chewing gum from the stations that would be screwed by this meshugeh plan, then I'm all for it.

I believe it means they would be suspended without pay for a set number of days. Sounds like a good idea for politicians. If they fail three, they have to give up their office.

Now, where would trains be short-turned without hurting existing F service? That is a funny one indeed.

The solution is more F service, and have some put-ins from Continental during the AM rush (if this isn't already done).

It's a good idea and the tunnel does have excess capacity, though turning a train takes more time than merely running through. Still, perhaps the Q could be extended, at least during non-rush hours (yes, I know that's not what they are asking for, but it's a place to start and better than nothing).


Impossible and impractical. F and Q service each run 6-7 tph middays and 7.5 tph on weekends. Now with a combined 15 tph on the F line, every 3-4 minutes an F train stops at Roosevelt Island in either direction. And you want to say it's OK to turn Q trains there? You have to be nuts.

Also, with the introduction of the 63 Street Tunnel to the V line, you are going to block westbound E trains with a wrong-railing R train on a relay. (I'm not sure if the relay track can handle a 600-foot train anymore).

I think much of the crowds get on at 179th. With all the bus lines that feed the station (Q1, Q2, Q3, Q17, Q36, Q43, Q75, Q76, Q77, N1, N2, N3, N6, N22, N22A, N24, N26), that place is quite busy during rush hours.

Option 2 isn't doable either, however...as you now need a replacement for local service on the Queens Line.

That would be the Q. The Q would take the place of the R between 36th Street and Continental. R trains would run to Queens Plaza. In that case, all stations on the Queens Line being served by the R still have some kind of access to the Broadway Line, though those between Continental and 36th Street looking to get to Lex/60 or 5th/CPS might look to catch a V.

Now, you need a replacement for service through the 53 Street tunnel...which likely has to run to th Queens Line. The line has trouble handling what it has. If it didn't, then the G would run there full-time.

I think most of those riders are so used to taking the F, they'd only take the Q if they were changing to the R anyway or if the F was FUBAR somewhere (of course that could screw up the Q also).

However, if you run the Q service via 63 Street...now you hurt 53 Street riders who are stuck with one service that would be overwhelmed. (The Queens Line trunk cannot handle 5 servicea at peak...the trains already crawl at chokepoints.)

Ron you really dont want the TA to Turn trains on the MainLine track do you?

With the Fox during the rush with its 3 to 5 minutes headways you are asking for trouble.

I can see if it was a three track area but its not.

Forget it not happening unless it has to be done for a G.O or a emergency.
