No rehabilitated cars were involved in that incident, however, they had the rollback protection in manual mode that the Rohrs involved did not.

Yes, the rebuilds have not been so great, and this is largely due to Alstom, not WMATA, from what I understand. They are getting better MDBF rates on those cars now than they used to, but the rehabbed cars were breaking down more frequently than their unrehabbed counterparts.

Do you have more current numbers for MDBF than I've been able to find? The last numbers I recall, for November and December 2006 were something like 87k miles and 94k miles respectively, which I think led the WMATA fleet at that time.
