The problem is that when you arrest someone who hasn't done anything yet...they haven't done anything yet so you can't really put them in jail for much. Look at all the terrorism procutions which have collapsed in this country because the people arrested were nothing more than big mouthed losers who's anger was bigger than their wherewithall.Not in the Herald Sq. plot. If you want to win the giant vegetable contest you don't sabotage your neighbor 6 months in advance...he'll just replant whatever you tore up. If you can destroy his crop on the day before the contest there is no way to recover and you have destroyed a significant investment. Or, he pulls his vegetable right before you go to sabotage it. What happens when Intelligence agents loose track of some of the participants of the attack 2 weeks before the attack? BTW, compare today's SDI with Regan's SDI. Many plans start out big, most end small. Exactly. But there's still some type of shield in place. I'm not entirely familiar with the Reagan project. Know where I can find info on it? |

Since there was nothing invested you can have perfect failover to a new crew that we don't know about nad who won't make the same mistakes of talking on open message boards. Its like the battle of Midway. When you know your opponents plans you draw them in to be destroyed. You have to rely on the stregnth of your army or police forces to deal with the threat properly. If you tip your hand too early all you end up with is the ante and the game continues of. Of course I'm sure W would just hate the "War" on Terror continuing on indefinitly and its not like big terror plot disruption reports help his image or anything. |
