Clearing Coney Island and using middle track on Culver and West End in Brooklyn? Right now it looks like there aren't even any delays in places you'd expect delays. |

The MTA has put out contracts and had work done throughout their entire network dealing with flood mitigation and resiliency including at CI Yard Complex and the Rockaway line (https://www.mta.info/project/rockaway-line-resiliency-and-rehabilitation) which is what he could have been referring to. |
