Like many municipalities, NYC has found a simple solution for high crime rates. Simply downgrade reported crimes. Make felonies a misdemeanor and turn misdemeanors into civil violations. Suddenly you have crime statistics showing crime going down. For example, a homeless man throws a person onto the tracks. Instead of assault or attempted murder upu charge him with littering or delaying.public transit. Problem solved.

She might be correct.

It is hard to victimize a victim that does not exist. If people avoid something, it is not a statistic, and you don't get murdered.

Put it this way, where do people think White Flight comes from? Move out of the high crime area, go into a walled community, then you cannot be robbed in that precint anymore.

It takes a certain IQ to see where political stat's fail.

I rely on commentary on this board from avowed employees of MTA. As to other scheduled rail services, I can state that Amtrak on most non NEC routes is much slower end to end than either the host RR when they operated trains or Amtrak 3 decades and more ago. You are presumably aware that the host RRs have final say on scheduling and can earn bonuses for OTP.

I wouldn’t call it “schedule padding.” Increasing the running time to more realistic values is merely allowing the proper amount of running time instead of publishing artificially fast running times and advertising how quickly you can get from one point to another.

What do you mean by "more realistic values"? Why is it "realistic" to slow down average speed from past average speeds?

When I first moved to Elizabeth NJ in the early 1980s, the average speed of NJT trains on the NEC was 47 mph. Now it's 10 mph slower. Nothing "realistic" about that other than the fact that service has degraded under government control.

There are numerous instances of schedule padding for the NYC subways. As to running time being more "realistic", check the end-to-end on time performance enjoyed by our grandfathers. These figures were placed in the annual reports. The figures for the 3 operating divisions for 1948 were: IRT - 86.30%; BMT - 98.77%; IND - 99.24%. The end-to-end running times were shorter and headways shorter.

Many of the more realistic values are the result of switching conflicts built into the schedules.

Every mode of transportation engages in schedule padding, from the airlines, Greyhounds to local and long distance trains. When I was at Metro North, schedule padding was SOP when printing up the public timetables. A little example, from GCT to 125, the older schedules called for it to take 10 minutes. Today, with better signaling and track conditions, the timetable now calls for 11 minutes. If they get to 125 early they still have to wait for timetable departure time, so what's the point?

The so called “average” speeds were not the actual speeds that trains were going, but the speeds upper management wanted the public to believe they were. Years ago I did a speed check on the 2 and 3 between Nevins St and Franklin Ave. most of the trains took between 7 and 7 1/2 min between those points. One train happened to make it in 6 min due to what was actually improper operation by the train crew. The director of schedules at the time saw the one train that made it by operating recklessly and despite the fact that the higher speed was the correct one, insisted on making the published schedule speed the lower number.

Wrong. When Amtrak or any of the public or private entities negotiate to operate a train on track owned by a private sector RR, the schedules are ultimately decided by the RR companies for their cinvenience.

Passenger rail is something of a luxury; anywhere the train goes, a bus can go and generally cheaper. Riding a bus it typically not great fun nor scenic, but you get there.

Freight rail is a necessity; it's by far the most efficient over-land transport and it can haul 200 truckloads per train (more with the 2-mile mega-trains). I think we'd be better off it rail could handle medium-haul and even 2-300 mile trips with some sorta fast-intermode terminal at each end, but right now it's not set up for that and RRs don't want that business. Heck, I'd like to see rail spurs to anything that takes more than, say, 8 trailers per day, but we've been going in the opposite direction of that for 50 years and I don't think the world will stop and turn because I tell it to.

Outside of commuter rail and the NEC, freight is what US rails work for. They do that job well, let's not break the cake to add a little frosting.

What I don't understand is why haven't regional intermodal centers grown. So if you have a truckload from point A to point B, a truck would drive it typically an hour or two at most to an intermodal center, then rail would take it most of the rest of the way, with a truck then taking it the last hour or two.

Thats what they used to do with NY Times newsprint deliveries. CN cars would come down the West Side line to the 33d St west side platform, unload and trucks would take those huge spools to the printing plant.
They also did that at the Hunts Point market. Reefer carloads would bring in produce from the west coast to the market then trucks would take the loads from there to wherever.
I don't know what goes on at Hunts Pt now, but that's how it was done then.
