I wouldn’t call it “schedule padding.” Increasing the running time to more realistic values is merely allowing the proper amount of running time instead of publishing artificially fast running times and advertising how quickly you can get from one point to another.There are numerous instances of schedule padding for the NYC subways. As to running time being more "realistic", check the end-to-end on time performance enjoyed by our grandfathers. These figures were placed in the annual reports. The figures for the 3 operating divisions for 1948 were: IRT - 86.30%; BMT - 98.77%; IND - 99.24%. The end-to-end running times were shorter and headways shorter. Many of the more realistic values are the result of switching conflicts built into the schedules. |
