Adams unveils funding for linear park in Queens

Mayor Eric Adams on Friday unveiled an investment of $35 million to begin phase one of QueensWay, a new linear park planned for Queens.

The funding includes $2.5 million from the City Council, a press release said.

“We are moving from a city of no to a city of yes and QueensWay is the way we are going to go throughout this entire city,” Adams said at news conference in Forest Hills. “And ensure that open space, green ways, good clean environments for children and families will continue to grow in this city.”

The first phase of the project will help transform a section of the abandoned railroad tracks in Forest Hills, known as the Met Hub, into a five-acre park.

Once complete, the 47-acre QueensWay will provide the 2.4 million residents living in the borough with a new open space that will give them access to recreational amenities, outdoor educational programs and an alternative transportation to schools, businesses, and 10 bus lines, the release said.

“QueensWay improves quality of life, improves the air quality and it promotes both physical and mental well-being and it gives more visibility to businesses along the route,” Adams said. “And so this is an economic stimulus as well.”

Adams said the city’s Parks Department and the Economic Development Corporation will manage the park.

The idea for the linear park began a decade ago, when two residents presented the proposal to Community Board 6 in Queens.

He,of all people, should know the importance of connectivity.

However, Adams is exactly who I've always said he was..and proved it with this move.

People were fooled by his so called "democratic affiliations".

He was Always a "landowner" first.

The Queensway could have accommodated both projects by placing the park on top of the rail line.

Whatever.

New details about the Queens version of Manhattan’s High Line Park emerged Friday when Mayor Adams announced that phase 1 of the project would cost $35 million and transform five acres of city-owned land in Forest Hills into a greenway.

The “Met Hub” phase of the project will be managed by the city’s Economic Development Corporation in partnership with the Parks Department and aims to convert derelict railroad tracks into a linear park in the same tradition as the High Line.

Eventually, the Adams administration plans to create a park that will span 47 acres through Rego Park, Glendale, Forest Park, Woodhaven, Ozone Park and Forest Hills.

Adams vowed Friday that the plan would transform the area from an “eyesore to an oasis.”


“This project, this community wanted for decades,” he said in Queens. “Phase 1 will convert abandoned railroad tracks, which have been used as a dumping ground or worse, into a five-acre linear park.”

The design portion of the project will begin immediately, though it is still unclear when construction on phase 1 would begin, according to a city official familiar with the plan.


Also unsettled is the possibility of reviving the rail link. If the MTA decides that’s something it plans to do, the city would then be forced to change gears during the design phase, the official noted.

While Adams claimed the defunct rail line — abandoned in 1962 — would be converted into an elevated park, Queens borough president Donovan Richards said he still wants the MTA to complete an environmental impact study to reactivate the transit line.

“This first phase doesn’t preclude you from being able to study the rail link,” said Richards. “The state should still certainly look into the EIS (environmental impact study).”

The abandoned line — called the Rockaway branch — runs 3.5 miles between Howard Beach and Rego Park through one of the city’s largest transit deserts. A preliminary report published by the MTA in 2019 estimated it would cost $8.1 billion to reactivate the line, a figure transit advocates said was inflated to sandbag the project.

The MTA has since committed to going back to the drawing board — and transit officials have committed to include the restored line in the agency’s next 20-year needs assessment, which will be published next year.

Andrew Lynch, head designer for the group QueensLink, which wants to restore the line, said Friday’s announcement is merely a speed bump for his group’s goal.

“How many times have you seen the city build something only to rip it up a few years later?” he said. “If Gov. Hochul wanted, she could order the MTA to do this.”

The city owns the land where the park would be constructed, but MTA officials have said the mayor’s plan does not prohibit the agency from reactivating the line.

Councilwoman Lynn Schulman has been pushing to repurpose the rail line into a park for years and described Friday’s announcement as the culmination of her efforts and those of her community.

“We are turning this historic blight into a true community amenity that will improve the quality of life for those living, working and visiting central Queens,” she said. “This is a historic moment.”

If you have never walked the abandoned Rockaway Division, better do it soon. Winter time is best with all foliage gone from the trees (April 1989)

The neighborhoods along the line are not big supporters of Adams, so this is spite work on his part.

Punishment for neighborhoods that don't want the project.

Adams is a vegan. A lot of plants will be destroyed for this project.

The area around Forest Park could use more park space and bike lanes. It's overcrowded in the summer.

Rail service would be better.

I agree with you about rail service - some folk cannot see a need for transit until they are stranded somewhere and the only means to get around is rail transit - then they cry the loudest. The place is a transit desert, yet they don't want train service. What next ?

Because it would have cost a lot of money and it wasn’t clear who would operate it, the subway or the LIRR. Don’t get me wrong, I’d rather have seen the line restored instead of losing a significant piece of LIRR history

I can’t understand what the matter is with NY. In Boston, a couple of abandoned commuter lines were converted to transit use like Riverside and Old Colony, in LA part pf the PE ROW to Long Beach was partially reconstructed for light rail, and St Louis repurposed a former RR ROW for a light rail system. NY has a couple of former RR lines suitable for rapid transit used so what’s going on?

Along these lines, I suppose that even those with the most affection for this line would only come out to see it in action for a day or two. Then afterward whenever they have to make a north-south trip in Western Queens, they will be back in their cars on Woodhaven or the Van Wyck.

The big difference between the Rockaway Beach Branch (RBB) and the extensions to Riverside and Braintree is that the Boston extensions were to and through areas that lacked rail transit. The area around the Rockaway Beach Branch already has subway service within 1/2 mile of the RBB's stations. Ditto for extending the East Boston Line to Revere Beach, over the abandoned Boston, Revere Beach and Lynn RR.

The big crime is 25% of NYC residents are not within walking distance of a subway station and none of the proposed extensions is addressing their needs.

Not everyone wants a train nearby.

It will result in real estate companies buying land and building tall condos. I think Woodhaven and Ozone Park like things as is. Very blue collar civil service areas with a driveway and prefer cars instead of trains.

The J and A train serve south Queens.

That's a typical response for rationalizing failure.

The busiest intersections for bus traffic are downtown Jamaica and downtown Flushing. These buses primarily serve areas that are not within walking distance of a subway stop. It's a measure that many people in areas not served by the subway do take public transportation.

NYC's technical boundaries include practical suburbs that have no interest in being anything else. The dropoff in density only a few miles outside of Manhattan is dramatic. This is why it's often pointed out that some European cities that have practically no skyscrapers are "more dense" than NYC -- because those low-density areas get counted in the figuring.

In terms of desire for a subway, that goes neighborhood by neighborhood. Thinking of Northeast Queens, for example, a lot of these neighborhoods will complain if a new house goes in that's even one story higher than the rest, or stands out in any way, so I doubt they'd enjoy seeing a subway entrance pop up. I suspect there are a lot of reverse-commuting situations, too - where those using the transit to a neighborhood aren't necessarily the people living in that neighborhood.

The Breezy Point Coop runs some kind of van from the Q35 stop at Roxbury into Breezy Point proper and I hear that most passengers are not residents of the area.

That's not to say I don't think a subway should be built to the city limits, but I'm not opposed to, say, finishing the 2nd Ave subway, before worrying about those places that aren't yet clamoring for transit. People in Douglaston and Little Neck, for example, tend not to have the same transit needs as the city's CBDs.

Those aren't reasons. And if it would "cost a lot of money", blame government ownership.
