The cast iron shells of the tunnels are in good shape; it's the inner concrete liners that are the problem. If NJT and Amtrak NYP ridership has declined sufficiently because of Covid and WFH they may be to shut down and rehab one of the two North River tunnels while they single track through the other. This could be done a lot faster than Gateway.

Each tube has only one track. NJT and Amtrak have already stated that
without the new tunnels(also one track per tube) rail service to NY Penn
(NYP) would be reduced by 75%. PATH does not have the capacity and not
enough rolling stock to handle a 75% reduction in Amtrak/NJT service
from Newark Penn (NWK) to NYP.

Guess what? Amtrak owns the tunnels. That means NJT would suffer greatly
and Amtrak would have nearly 100% service and Midtown Direct would be
what the locals calls Midtown INdirect and goes to Hoboken (HOB) .
Raritan Valley to NYP - NO! end at NWK .

The roads , Bridges and tunnels to NY can not handle the traffic when
the existing tunnels are rehabbed before the new runnels open.

2 of the East River tunnels are in awful shape too. They are waiting for ESA to shut them down one at a time.

It all depends on how many passengers Amtrak and especially NJT have lost. If they've lost 75% of their passengers it would be doable.

Commuter railroads have about 55% of their passenger's back, overall.
It is slowly rising. Omicron is in early stages, but not that virulent with the limited data so far.

Judging by the LIRR parking lot in Baldwin, I'm going to say that it was worse than 75% for a long while, but lately it seems to be up to 50%. Whether NJT and Amtrak are in a similar situation isn't something on which I can comment from personal observation. On the other hand, alternative Hudson River crossing options are notably fewer than East River crossings. Chances are a whole lot of temporary ferry service would be required to replace railroad service.

LOL! How long do you have to live? I'd be in my mid-60s before any of these alleged projects get finished presuming they're on time, if I live that long (or anyone else around here), if we don't have another war in the interim (odds are heavily against that), and if, if, if a sudden technological improvement doesn't make rail transit obsolete before then (powered rail transit would be about two centuries old).

Amtrak Regional and Keystone trains are quite full
But many Acelas are stil not ruinning.

Off-peak commuter and weekends is about 80% of normal.
