The cast iron shells of the tunnels are in good shape; it's the inner concrete liners that are the problem. If NJT and Amtrak NYP ridership has declined sufficiently because of Covid and WFH they may be to shut down and rehab one of the two North River tunnels while they single track through the other. This could be done a lot faster than Gateway.
