Trying to achieve a 4% revenue increase would mean increasing fares more than 4%, since the increase itself would be expected to cause some ridership loss (though not very much) even in normal times. Doing it while trying to lure back people who have stopped using the system doesn't sound like a great idea. A 5% increase in the $2.75 fare would still be just $2.8875, or $2.90 rounded to the next nickel. But they haven't had fare increases of less than a quarter in decades. Would they do that now? If the options are to keep the base fare at $2.75 or increase it to $3.00, I don't think increasing it to $3.00 now would be a smart move.

On the other hand, if they coupled it with reinstituting a 10% bonus on Metrocard purchases, that would be an effective reduction in the fare from $2.75 to about $2.73. People might not object to that. And if the prices of 7-day and 30-day Metrocards were increased 5%...

They have a 2% and a 4% fare hike proposal. They also have other nonsense like killing unlimited Metrocards and merging all LIRR fare Zones 4 - 14 into one.

The bonuses/discounts have basically been employed to keep fares rounded to the quarter. (NJT drives me crazy with their non-rounded fares and use of zones even on local buses, but that's another story).

If you want to raise the fare but not a full quarter, you go ahead with the full quarter anyway but then offer discounts. Or, as was the case last time, you keep the fare as is but take any existing discounts away.

The only hearings that were more useless than these were the public hearings for Robert Moses’ projects
