A passenger rail line connecting Las Vegas to Victorville makes as much sense as a bullet train between Merced and Bakersfield.

". . .plans to eventually extend the line another 80 miles (130 kilometers) to Los Angeles."

Both of these are segments of fuller plans for longer routes. Please do not fall for the anti-rail agit prop masquerading as prudent spending.

Is it prudent if you are building to a spot without reasonable public transportation? If someone in downtown LA wants to ride, it's an 80 mile drive. Palmdale should be in phase 1.

If you assume the full route is to be built, then a minor segment (think SAS N of 96th) does not need to be a major trip generator if others beyond it will be. If you are seriously interested in the CAHSR project, there are reams of paper worth of reports, arguments, counter arguments, an LAT Times reporter who runs an anti HSR article at least once a month sometimes weekly. This is or will be, if actually completed, the singlt most expensive CA public works project yet.
Will it be useful when fully operational? I believe so. YMMV

That may be old. The latest plan that I've seen is to extend it to Palmdale to meet up with high speed rail.

If virgin trains runs highish speed trains from Vegas to Palmdale, that would increase the chances that CAHSR makes it all the way to LA. I actually think that it will. Legislative support appears to still be there. The governor doesn't want it to go to LA, but I think he wants it to make it to the Bay. The more of it that gets built, the more likely it is to continue.

Agree on latter point. Once the idiot naysayers actually ride it the opinions should change. Yes we are being cheated by the vendors/contractors/consultants--what else is new? We will pay double or triple what it will be worth, but it will still be useful.

I'm very leery of the "let's just build the easy part first" model. Tren Urbano was built from Sagrado Corazon to Bayamon first because it was easiest and they figured, hey, if we build it to nowhere first, they HAVE to give us the money to finish building it to somewhere. That back-fired, as the feds saw nobody was riding so they said why the hell would we pour more money into a train that nobody uses. And so they're stuck with a shitty subway line that really doesn't do much (although the place they were supposed to extend it to has also now taken a huge nosedive, pretty much abandoned).

That’s almost the same theory that was used when constructing the SAS in several unconnected sections instead of one continuous section figuring that someone will have to come up with the money for the rest of it. Instead we still have a bunch of unused and disconnected sections of the line some of which may not even be used at all.
