I'm very leery of the "let's just build the easy part first" model. Tren Urbano was built from Sagrado Corazon to Bayamon first because it was easiest and they figured, hey, if we build it to nowhere first, they HAVE to give us the money to finish building it to somewhere. That back-fired, as the feds saw nobody was riding so they said why the hell would we pour more money into a train that nobody uses. And so they're stuck with a shitty subway line that really doesn't do much (although the place they were supposed to extend it to has also now taken a huge nosedive, pretty much abandoned). |
