It also depends on how livable those shelters are. Put all those "eccentric" homeless into one place, and see what the result is.If the homeless can really be separated into 3 categories, I wonder how much effort there is to at least give decent shelter to those who are down-on-there-luck, but not mentally ill or drug users. |

There a yuuuge gap the reality of what shelters in cities like NYC actually do vs what you're told by the Daily News, NYT, or any politician. Ask someone who's been in a shelter or works there but is not an ideological warrior. |
