Sure. And who takes the hit in the long run...anyone who drives on the Tnpk. It wouldn't suprise me that in less than 5 yrs it'll cost $100 (in a car)in tolls to go from Ohio to NJ.
No wonder I-80's traffic volume is ever increasing & the beat up roadway has construction lane closures left & right.

It sounds like they were borrowing to pay off their operational costs. That's bad.

I-81 to I-68 also works as an alternate and is somewhat more scenic than I-80, which I can't stand but have had to use often. I think I used the PA Turnpike once apart from an occasional return to New Jersey from the Bensalem area if I were really in a hurry.

I live in western Pa. near Pittsburgh. I have family in Woodside, Bayside, Mineola & Massapequa. When I drive in to socialise, my routing of choice is Rte 22 to I-99, I-80 to the GWB & Triboro or Throgs Neck. I just get hit with tolls on the NYC metro bridges. I save $50-75 each way in tolls by avoiding the Pa & NJ tnpks. I always try to avoid I-81 since there is always bumper to bumper traffic at 70MPH, much construction coupled with "Kamakasie" tractor trailer/tandem drivers that never give you a break & would run you off the road in a heartbeat.

I've done US 22 to I-99 to I-80 and I like that as well if I'm coming from or going to the southwest. Parts of I-99 have artificially low speed limits, and US 22 could stand a bit more improvement, but it's serviceable. You're also right about I-81; sometimes there are conga lines of tractor trailers.
