Layup means the train is taken out of service and taken to a storage area. Inaccurate statement. They will be relayed for their return trip to Rock Park on the middle track north of Rockaway Blvd.

The only people who would see an improvement are Rockaway Park riders who are going to Howard Beach, Aquaduct, Rockaway Blv, 104th, 111th or Lefferts.

Both the Rockaway Park Shuttle and the Far Rockaway A Train operate at 15 minute headways during the period in question. Northbound the A is scheduled to arrive at Broad Channel 7 minutes after the Shuttle.

Southbound the Far Rockaway A Train headways alternate between 13 and 17 minute headways. The Rockaway Park Shuttle still adheres to uniform 15 minute headways. The Shuttle leaves either 7 1/2 or 5 1/2 minutes after the A.

The schedules should match to make the transfer seamless. The wait time should be reduced to 2 minutes. All it would take is matching the shuttle schedule to the Far Rockaway A Train.

If a passenger is on a Lefferts bound train from Manhattan, by catching the shuttle at Rockaway Blvd. they do not have to ride a Far Rick train to connect. That is the improvement.

Yup, that would be the sensible thing to do. It would avoid the need to bring the Rockaway Park shuttles over to the Queens mainland, something they changed the track alignment north of Broad Channel to be able to avoid doing. Likewise, the nighttime Lefferts Blvd. shuttles should be synchronized the same way with the A trains at Euclid, as the nighttime R shuttles should be with the N trains at 59 St-4 Av.

But shouldn't the statement above about the current southbound headways say the Shuttle leaves either 9 1/2 or 5 1/2 minutes after the A (or some other numbers that differ by 4, as the A train headways do)?

The extension of the S Subway to Rockaway Blvd will allow southbound (beach-bound) customers to transfer to the S Subway from both the Lefferts Blvd A Subway train and the Far Rockaway A Subway train, effectively doubling southbound access to the S Subway.

That's one of those statements that appears true but isn't.

N.B. they did not say they were increasing the number of Rockaway Park Shuttles. They are only extending them.

Here's why the statement isn't true. The Lefferts and Far Rockaway A Trains alternate at present.

Suppose they continue the existing custom and operate the shuttle after the Far Rockaway Train. Then those who board a Lefferts train will have to let a Far Rockaway train pass before boarding a Rockaway Park shuttle. They might as well have waited for the Far Rockaway train in the first place. They will have gained nothing.

Suppose they break tradition and operate the shuttle before the Far Rockaway train. Then riders on a Far Rockaway train will have to let a Lefferts Blv train pass before boarding a Rockaway Park shuttle. Riders bound for Rockaway Park would be advised to take the Lefferts Blv bound train and change for the shuttle at Rockaway Blv. The only difference for Rockaway Park access has been to re-arrange the deck chairs.

I'm sure some highly paid managers received commendations for coming up with this one.

That's a major improvement. Often, the Far Rock "A" would be a few minutes late, so guess what? They would put the "S" into Broad Channel right on schedule ahead of the crowded A, so everyone on the "A" needed to wait 20 minutes for the next shuttle. That's why I'd usually use the Q35 instead.

"Should" is the operative word, of course. Northbound, at least, the fumigation process prevents usage of maximum track capacity. If I understand correctly, the one crew member has to shut the doors then walk the train, while in the station (be it Broad Channel, or Rockaway Blvd). Actually, if fumigation is not expedited at Rockaway Blvd, the shuttle runs the risk of holding up the entire A line operation (not just one branch).

The only way to shrink the gap northbound is to revise/eliminate the fumigation process somehow.

Southbound, it shouldn't be much of a problem, but at the end of a long run from 207th the A train may not be running as close to schedule as is ideal. The benefit of using Rockaway Blvd rather than Broad Channel to relay, however, is that the shuttle does not have to cross the northbound track to begin its trip.

Getting Rockaway Park passengers to Rockaway Blvd quicker is a good thing as the bus connections at Rockaway Blvd are worlds beyond what you have at Rockaway Blvd (which really is only the Q53 now if you are looking for the Queens mainland). As others have said, I don't see how this helps anyone going to Brooklyn / Manhattan, but assuming people from Woodhaven and points north want Belle Harbor and similar locations, there are other options for when the Q53 is inaccessible due to crowding.

If a passenger is on a Lefferts bound train from Manhattan, by catching the shuttle at Rockaway Blvd. they do not have to ride a Far Rick train to connect. That is the improvement.

That's an illusion, as I pointed out.

Suppose they operate the vitamin enriched Rockaway Park shuttle after the regularly scheduled Far Rockaway train. The passenger riding the Lefferts Blv train will have to wait on the Rockaway Blv platform and let the next train, a Far Rockaway train, pass. This passenger will experience no "improvement" regarding total riding time than if he boarded a Far Rockaway train in the first place.

Suppose they operate the vitamin enriched Rockaway Park Shuttle before the regularly schedule Far Rockaway train. The passenger on the Lefferts train will have gain a better transfer. What about a passenger on a Far Rockaway bound train? This passenger will have to wait on the Rockaway Blv platform and let a Lefferts bound train pass before the shuttle comes in. He would be no better off than had he waited for Lefferts train in the first place. The only difference this scenario provides the passenger is that he should first take a Lefferts bound train rather than a Far Rockaway train.

It will be full length trains with a conductor.

Leave it to the MTA to find the most expensive means to provide no service improvement.

Costs are proportional to trip and train length. The existing Rockaway Shuttle operates 4/5 cars and takes 8 minutes. The new service will operate 8/10 cars and take 20 minutes. Given that service frequencies will remain the same, the relative new cost will be:

(8/4) x (20/8) = 5 times greater than the present operation and provide no time savings.

There is an alternative that would reduce waiting time for Rockaway Shuttle passengers and cost less.

Operate the existing half-length Rockaway shuttle to transfer with the Far Rockaway train at Broad Channel.

Operate an additional half-length Rockaway shuttle to tranfer with the Lefferts Blv train at Rockaway Blv.

This means the Rockaway shuttle will operate 8 tph on Saturdays rather than 4 tph, with the same number of cars per hour as proposed. The relative cost for the new 4 tph service will be 2.5 because trains are half-length. Add to this the cost of the existing shuttle service (1).

The cost for what I'm proposing is 3.5 vs. 5 for the NYCT "improvement." From the passenger's perspective, he can board either southbound A train. The Rockaway shuttle will be the next train at the transfer station.

(C) is extended to and replaces the (A) to Lefferts from 11:00 PM Friday to 11:00 PM Sunday (runs 24 hours then and also replaces the late-night shuttle those nights)

(A) runs exclusively to the Rockaways from 11:00 PM Friday to 11:00 PM Sunday with trains evenly split between Far Rockaway and Rockaway Park.

That to me would be the way to do it.
