I don't know how serious or realistic the gangway subway car concept is, but could a set of 5 cars be converted to the gangway style without spending a lot of money?

NO.

The position of the trucks related to the end of the train dictates this. Two cars must almost share a truck for there to be zero over swing. This is possible, but the the length of the cars must be shorter to prevent the middles of the cars from striking the wayside and platforms.

Equipment must be designed to manage the profile of the road. On 75 foot cars especially a happy medium needed to be found for the position of the truck to prevent belly trikes. Mofe the trucks too far from the ends of the cars and you will have end strikes.

No they need not share a truck. The TTC Rocket cars do not.

The AZUR cars look like Brio toy trains.
Funny that a small system like theirs requires 5 digit numbers.
What did they do about their clearance problems ?

So the stench of piss and shit will permeate thru all 5 cars, as will the panhandlers. They'll be pushing larger shopping carts right on thru.

He didn’t say they would absolutely have to share a truck, he said, ALMOST. Even though separate, the truck centers would have to be moved a bit closer to the ends of the cars in order to minimize the end excess on the cars. The C types had a similar situation in that unlike the Qs, the non operating end platforms of the cars in the unit were removed allowing for the construction of the intercar gangways that the Cs had. look at some of the photos of the Cs and you’ll see what I mean.

The city has diddly to say about it. It’s the MTA’s decision.

Is it an MTA decision to impose/set fines, set rules of conduct on the subway or is it the City's??

Even that's not the case. The BR481/482 pairs on the Berlin S-bahn have the truck center 2.8 meters back from the car end. That's a greater distance between truck center and car end than on previous models, which usually ranged between 2.5 and 2.6 meters.

Berliner-Verkehr.de

The same is true of Toronto's Rockets, and pretty much all metro cars based on Bombardier's Movia platform, including London's S-stock. The truck on the TTC Rocket appears to be 10'6" from the car end, while that same distance is 10'4" on the T1 cars.

I'm sure there are cases where the truck centers do move closer to the end of the car when one generation of rolling stock is replaced by another with full gangways, but clearly that is not a requirement.

That's why I'm a bit surprised no one has opted for an interior barrier between open gangway cars. It wouldn't occupy nearly as much space as the gap between cars, but could be fitted with a door that could be locked allowing individual cars to be isolated. It wouldn't even need to correspond to the cars themselves, the barrier and door could be placed in the middle of each car.

If thats the case, the $$$ that the fines generate should go to the state & not the city, no??

The two HVAC units per car will limit smells to those cars, open gangways or not. The reason a large portion of a car will stink is that very often the people that smell hang out at the ends of the car, right by the HVAC intakes. So long as the intakes on adjacent cars don't draw from the car next door, the smells shouldn't permeate. Shopping cars are another story.
