7 Line Extension to Open February 24, 2015

In today's NY Daily News:

http://nydn.us/1uA74Ey

Old news because we all knew the project wouldn't open in 2014, but at least early next year. Will be the first new IRT revenue tracks since the Lenox Avenue/148th Street Station opened in 1968.

...New South Ferry terminal...

Also these tracks are built new, Lenox Terminal was built by plopping a platform where a yard track used to be.

But like Lenox, they serve a new station rather than a replacement.

The last IRT extension to both serve a new market and involve new trackage was the Flushing extension to Main Street in 1928. Dyre doesn't count as it was a conversion of existing infrastructure.

I'm just guessing here, but possibly because there may have been bonuses in the original contract and the contractor argued that he would have met the original deadline and earned those bonuses had the specific issues that caused the delay not occurred, and that those specific issues were not his fault. Just a completely uneducated guess. I have no basis for most of this.

Everyone knows that this contractor/contractors milked this project...
Completerly incorrect. You have no idea what you are talking about. And you obviously also didn't even read the whole article.

1. 145th was (is) a half station. Only 5 cars can open.

2. 148th is adjacent to major housing project, i.e., source of passengers.

3. It's not just a 3-block extension. It's 4 blocks north (station is actually at 149th) and a long avenue block west.

4. It was a low-cost way of bringing subway service to the neighborhood.

Same problem as South Ferry, terminal station that would not fit a full length train. The only other option was to close 145th Street and reroute 3 service, at which point they might as well have gotten rid of Lenox yard, but this addition did provide a better connection than having to trudge up to St. Nicholas for the IND.

While you may disagree with his attitude about the particular poster's response to him and his response following it, there is always a general contractor who is responsible for the performance of ALL of the subcontractors for a project. The general could well be the Empty-yay, but I'll bet the "contractor" in question is outside.

General contractor, being responsible for the performance of all of the various subcontractors, is also responsible for any "special work" ordered by subcontractors from manufacturers to ensure that all of the necessary manufacturing specs are adhered to, and delivered on time. That's why contracts such as this are so expensive on a basis of all of the management required in order to bring everything together on time, and on budget.

If the chosen manufacturers weren't competent, the general contractor should have either chosen another manufacturer, or modified the project and requested and received "change orders" on a basis, and can then litigate with the original manufacturers for failure to perform or failure to adhere to the specifications in the first place.

I've never done construction projects, but I sure have built a lot of television and other facilities, being responsible for everything from the flooring to the curtains to the equipment to the HVAC all coming together and working on time for that facility to go on air as scheduled - complete, and fully functional.

General contractor eats it, period.

Exactly! The MTA does not particularly like to buy "Off the Shelf", be it rail cars, locomotives or infrastructure equipment. When the builder follows the MTAs wishes and it doesn't work as designed, the MTA design is usually the fault.

Seven years for the first large and complex segment of the IND.....

They never had to fumigate at 145 St anyhow unless the trains were layups that came in straight iron on tk 4. Trains that didn't lay up crossed over to the S/B tk 1 and departed from there like a stub terminal. The original purpose of 148 St station was as a replacement for 145 St which was supposed to be closed. That's why there is a Xover at the N/E of the station within station limits and the platforms were never extended. Local political pressure was what kept the station open.

I can't recall where I read it, butI seem to recall reading that 145 St station was built as an afterthought. Originally, the tracks to 148 St Yd were to be strictly yard leads but somewhere along the way it was decided to construct a station at 145 St possibly to take advantage of passengers who might transfer from Bronx streetcars.

There's also the issue of having a place to terminate Lenox locals without getting in the way of West Farms Expresses.

In the 2004 Centennial map, there was an IRT map, probably printed before opening in anticipation of the opening in 1904, showing a station at 143rd Street, and no Lenox Spur.

I wonder where that map came from. I have an original of the book on the subway published by the IRT prior to its opening and I'll have to check that map. AFAIK, by the time the book was published, the location of the IRT main shop and yard at 148 St had already been determined.

Although it's only my opinion, I would suspect that had 145 St not been built, all the Lenox service would have been from the Bronx with the remote possibility of a very small number of rush hour put ins and layups from/to 148 St yard and going in and out of service at 135 St.
