– Welding issues (hot cracking) discovered by Bombardier (forecast 6 – 11 months delivery delay).

180 Day Look Ahead...
– Welding process review, quality testing, mitigation of delay

Test train service date 12/22/2014... not going to be meet the schedule.

Delivery of 1st Production unit: 7/27/2015 (on schedule)

Delivery Completion: 1/30/2017 (on schedule)

Independent Engineer Consultant response:
Welding issues with (R-179) pilot cars has delayed the schedule. The carbuilder (BOMBardier) has developed a mitigation plan. The IEC will monitor the effectiveness of the plan.

I thought the purpose behind the test train was so they would have 6 or 7 seven months of actual service to find and correct any issues before production delivery began. Wouldn't this delay the entire schedule?

FWIW, BBD and it's former companies have been a part of consortiums to build high speed railway sets, but they've never built one on their own...

Didn't the Car Equipment Dept insist these cars be built as 60 foot long R160 clones back in 2009 or so because they absolutely had to have them on property as quickly as possible and a 75' design would take too long? Seems to me that by now they could have designed several different 75 foot cars.

Their rail equipment may be overweight, but they seem to have solid bodies.

I just don't get it. I assumed their bodies start off in northern Quebec, then are assembled in Plattsburgh ? Unless they are knock-offs from their ex- UTDC plant in Thunder Bay. Toronto subway cars don't seem to last very long.

The situation in the Car Equipment Dept was somewhat chaotic in 2009-11. The MTA had hired a man from Toronto to head the Dept and he recommended Bombardier, but he quit after only a few months (he claimed his wife was homesick for Toronto) and promptly got a job with Bombardier. Kawasaki claimed conflict of interest and the contract was tied up in the courts for a long time before Bombardier was finally awarded the contract in June 2012.

The spec allows for both an R160 and a different design. I believe the thinking was that they'd get a better price this way. So yes, they would have been clones had Kawasaki/Alstom won the job, and the cars would probably be in service by now. They didn't win so quite a few changes - most of the components are a different design from different suppliers. Carshell and trucks are new too though naturally based on the R142. I think they'd probably be in the same boat now had the gone with a 75 footer.

Good price, crapola delivery...

There has been a shortage of top shelf welders in the area for a while. Stainless Steel is somewhat more difficult than regular to work with. CAF has experienced it, so has NovaBus (also in Plattsburgh)
As manufacturing jobs were exported, there has been a de-emphasis in training new machinists, welders, and similar skilled trades, thinking everyone would become a(n) (empty) suit. Many of the skilled welders left the Northeast for the boom in the oil fields.

The Buy American provisions for certain Federal programs, and the points in NYS Agency procurements given for NY content change the equation, and more car shells are being fabricated here.

260 of 300 R179 are to replace R32 and R42, which run mostly at 480' long trains. (Hence the decision to blow away the R44 instead of the remaining R32)
