Michael the cameraman's wife/girlfriend is distinctly non-thrilled about his staying in the station to film the incident. Suppose I can't really blame her. One news report says that the train struck all four of the victim's limbs, which definitely does not sound good.

What procedures do the firefighters follow to ensure that third rail power is off before they descend to track level?

You take a board with 5 light bulbs wired in series, you attach one end to the running rail with a clamp, and then you poke the other end at the third rail with an insulated probe. You will SEE if there is power.

If there is power and you want access to the victim before the power is removed, you toss rubber sheets over the third rail (The kind MTA uses when equipment must be transported over a live rail) And then assuring that the victim is not in contact with power you can get to work on him.

AS an EMT, the LION would NOT go down there until the scene was safe. The victim can wait.
