New Bill Wants to Hold MTA Accountable For Service Cuts

New legislation wants reports from the MTA about how much money they actually saved by cutting subway and bus routes.

Assemblyman Jim Brennan, D-Brooklyn, wants the MTA to be held accountable for their promised savings in cutting routes on subways, buses and commuter rail.

Brennan is introducing legislature that would require the MTA to present a report to the Legislature and the Governor by December 31, 2012 on the cost of restoring service cuts since 2008.

The bill would require the MTA to report on service impacts of the cutbacks for each route and the number of customers affected across all systems, including bus, rail, and subways.

The report would include information on how much money was actually saved versus the projected savings for each route.

“As we prepare for the next State budget, the Governor and the Legislature need to know the cost of restoring some or all of these service cuts,” said Brennan.

The MTA’s report must present two alternatives for service restoration plans. The first would provide a cost for full restoration of all cutbacks. The second would require detailing a plan that would “substantially mitigate” the negative impacts of service cuts and eliminations for an “equitable restoration” of services “across all impacted neighborhoods and regions.”

"In June 2010, the MTA cut service severely, killing 36 bus routes, 570 bus stops, all or parts of three subway lines, while also increasing crowding and wait times in the subways on off hours and weekends," said Gene Russianoff, staff attorney for the NYPIRG Straphangers Campaign, a transit riders' group.

John Samuelsen, President of the Transport Workers Union, said, “The MTA's service cuts are done without any real input from the folks who are adversely affected by those decisions. This bill will create a layer of transparency and accountability, which is currently absent. New York's working families deserve to know whether their tax dollars are being spent wisely, and whether the service cuts which the MTA enacts are necessary.”

LOL!..If we are forced to put up with them..then they should be able to maintain a proper level of service acceptable to the riding public without fear of service cuts every damn time they feel a tingle in their nuts.

Sickening as it sounds..we have to keep the MTA HEALTHY,seeing as how they arent going away anytime soon.

Political pandering, nothing more. It wouldn't hurt to make the MTA more accountable, but I'm guessing he's rather the public think that the MTA is the big bully that is solely responsible for cutting their buses and trains. As others have noted, the legislature bears responsibility for diverting money away from public transit.

The bottom line is, it's his job and the job of his fellow legislators to determine how to help allocate the state's available tax revenues. If transit is important to him, then he should make the case in Albany. Of course, the legislature is also being asked for money by social service agencies and advocates, schools and their advocates, public safety agencies and advocates, cities and towns, proponents of the arts, public parks, and the like ... the list goes on and on. But if the assemblyman feels so strongly about public transportation, then fight the fight and tell a few of those others 'No' or 'Sorry, you're not getting as much'.

Some of the RR cuts hardly saved any money at all. They could have kept 1 Greenport Scoot round-trip on weekends at the expense of cutting back one of the 3 daytime Montauks back to Patchogue. Those trains are hardly bursting at the seams into the Hamptons in the winter.

The R44 massacre codified the service cuts.

The TA never learns from experience: over-scrapping with the R30-GOH, the R32-II, the R44.

Now we have R42's falling apart with 23,000MDBF, no SMS planned, and the R44-SI are rolling cinder blocks.

That may be the case but if the lawmakers do their homework, they will provide strict guidelines for the accuracy of such reports and severe consequences including prison time for the upper managers and administrators (and not the lower level goats like those swept up in the signal scandal) who falsify such reports!!!

The MTA often overprotects savings from cuts by not assuming cuts results in lost ridership and revenue. The bill should also force MTA to project increased revenue that return of lost services provide.

Never happen unless you vote out every single leftist in the city, in counties that contribute to the MTA, and in Albany. Their hold on the MTA is just too tenuous.

It could be possible, the counties are not so much "contributing" to the MTA as much as they're forcibly taxed.
