30 is short, think R32s at 48. OTOH in 30 years the ATC/CBTC will not be"supported".

Short or not short the 4's were clearly retired too early.

can't argue that w/o MDBF, haz mat components, and many other details. Not to be ignored a single family of parts, and and maintenance procedures. One of my tasks in life is replacing obsolete and defective by design circuit breaker panels. Nominally one would think a few strips of bus bar in a steel box would last forever, but some are no longer made thus replacement parts unavailable. As mentioned in another post, I have my grandfather's 1936 production Leica. An outstanding machine, but Kodak is essentially dead, and we might well take bets on Fuji--seen much Agfachrome recently? The Panasonic I chose (uses my Leica mount glass) will be so obsolete in 5 years that durability beyond a decade is a waste. Given the longevity of SS, it would be useful if the bodies could be salvaged for component replacement as the hardware evolves.

The slide says remanufacture would extend the cars' service lives to 50 years.

Yes, but IINM the text then says the decision was full fleet turnover.

"After initial evaluation and scoring, Alternate Proposal was the
most cost effective and received the highest score for each
Proposer." meaning the 4s were scrapped. So none were rehabbed for extended service.
