Seems to me it would be cheaper than reefing. Reefing involves man-hours to prepare the cars for the reef, and then the costs of shipping the cars by barge to the drop location. I don't know if the state on the receiving end pays for the shipment, but it doesn't matter for this. Because according to this "Nigerian scheme", it seems likely that not only will Nigeria pay for the shipment of the cars, they will also be paying for all the retrofitting work that was mentioned. So not only will it be cheaper, but it looks like it will bring in revenue. |

I can understand putting these cars to further use, but has anyone inquired as to whether these cars can take anymore use? For the past couple of years many have talked about all sorts of reasons why the SMEEs (R-32s in particular) need to retire. It's beyond just the mechanics which won't be an issue since they'll supposedly become push-pulls, but I've heard people claim there are issues with the physical car bodies such as metal-fatigue. If this were to be true, are they safe to spend X amount of years on another railway even in a coach capacity? Or is the Nigerian Transit Ministry simply not concerned? |

First, the number of cars involved will likely be less than 200. Second, the cars will not be sold but will be given to the Nigerian Transport Ministry. Third, for the deal to be done, The cars will have to be fitted with new trucks and be re-equipped to be pulled behind the diesel locos that GE is selling to the Nigerian Gov't. The hook is that all the modifications must be made in NY State before the cars are shipped. So it's not a done deal yet. |

There is no need to replace them with anything at the moment. There is a mandated "B" division fleet reduction that will mean simply reducing the spare factor at each "B" Division location. 207th St has a 33% spare factor which is more than double the average of the other "B" division shops. |

If you can reduce the size of the fleet by 300 of the least reliable cars you can then expand the inspection window by 10%. The spare factor reduction was actually mandated by Howard Roberts at the same time he put his Line Manager concept into place. For better or worse, the untimely departure of Eliot Spitzer caused Howard Roberts to leave in favor of Prendergast and company. Their priority was to undo the Line Manager program. Car issues such as fleet reduction as a cost saving measure was not seriously pursued but the political decision to scrap the R-44s received much ill-advised support. |
