The spare factor reduction was actually mandated by Howard Roberts at the same time he put his Line Manager concept into place. For better or worse, the untimely departure of Eliot Spitzer caused Howard Roberts to leave in favor of Prendergast and company. Their priority was to undo the Line Manager program. Car issues such as fleet reduction as a cost saving measure was not seriously pursued but the political decision to scrap the R-44s received much ill-advised support. |
