Why are these the only choices?Primarily because re-allocation of money that gets funneled to the FHWA is even less likely than additional money going to pay Amtrak's operating subsidy and capital plan or the HSR programme. There's always going to be some member of Congress begging for money for a roadway project in his district. ditching HSR Again, it's critical to fund the HSR programme in certain corridors to make the investment worth it to shift riders to rail-based transportation in order to free up capacity on highways and at airports. In the case of California, given the choice of having to upgrade every major airport in the state or rebuild CA 99 for increased traffic, I'd much rather give precedence to a form of transportation that doesn't require fossil fuels. |
