If one track circuit fails in the existing automatic block system,
trains receive permission to key by. If it is a really hot
area, a supervisor will be sent down to give permission directly
and keep trains moving. It doesn't shut down an entire line or
section.

That's an interesting "early spec". I wonder if it is really
implemented that way. I wonder if fail-over testing will be done?
