Increased train length would only be NWK-WTC... which already can handle 8 cars. The only stop that couldn't was Exchange Place eastbound (conductor would not open the first car), and it was renovated after 9/11 to be able to accommodate 9 or 10 car trains.

Now, the number of 400 people makes me think that they are doing more than 8 cars (can you picture 400 people in one path car?). And for that, only Newark and Exchange Place are ready. Possibly Journal Square can handle 9.
