When a Supt says that "They are not bound by FRA rules." One must ask if he is just making it short and sweet for a foamer. FRA has lots and lots of rules and they may have a waiver to cover the one under discussion.I considered that reply but I believe that Dutchrailnut (a certified locomotive engineer who is required to know the rules) is correct that there is no waiver for the brake rules in question, which of course makes sense when you consider how important those rules are. |
