When a Supt says that "They are not bound by FRA rules." One must ask if he is just making it short and sweet for a foamer. FRA has lots and lots of rules and they may have a waiver to cover the one under discussion.The Route of the Broadway Lion does NOT operate under FRA rules. It also thumbs its nose at NMRA rules too.
