SIRT lost their connection to the outside rail system when the North Shore line (which connected SIRT to the outside world) was abandoned. The only part of the old North Shore line still in use is the short section from the SIRT terminal to the new ball park.

Your argument would be sound if SIR were deemed a rapid transit operation. However, per title 45 of the US Code, I believe that there is good reason to think that SIR is commuter rail, and therefore, that it has to comply with all applicable FRA regulations.

I am thus inclined to agree with Dutchrailnut.
