Coney Island is easily accessible from Whitehall Street.

The problem with the old RR is that there wasn't a yard that was easily accessible from either of it's terminals. Coney Island required a reversing move at either 36th or 59th Street. Jamaica required a reversing move in the 60th Street Tunnel. Corona wouldn't work since trains couldn't fit without shaving the platform edges back. Even if they could, a reversing move at Queensboro Plaza would be required.
