It doesn't appear that moving existing riders from buses to trains is considered cost effective by the fedsHBLR and River Line can't be all that cost-effective, then; and even worse, NJT truncated bus routes in order to essentially force transfers onto the HBLR. (The SNJLRTS was not built with federal dollars, so the Feds' appraisal would be external.) |
