I don't think anyone in authority ever said 'I have a good idea - let's give Staten Islanders free rides!' The issue was the cost of installing MetroCard equipment and fare-control barriers at little-used stations which could never justify the capital cost. Given that most SIR riders are heading to or from the ferry anyway, it was a much better investment decision to put 'swipe both ways' barriers at St George only, and just accept that intra-island travellers go free. When people started walking from Tompkinsville, they put in barriers there. These were pragmatic decisions.
