I use my pass approximately six times a year; that won't put them in the black.

And it's rather pointless to do so given that some retirees will qualify for reduced fares by being over the age of 65. If New York State in general wants to re-coup money, it's probably going to have to consider some type of income tax on retirement benefits regardless of private or public nature over a certain amount level of income.
