AFAIK, since NYCTA employees are considered CITY employees for pension purposes, the only monies the MTA has to pay out is the pension cost for each employee while the employee is still working. Once the employee is retired, the gov't "entity" for which the pensioner worked is considered to be the City of NY which is the entity required to make the payments. I have heard that the MTA is trying to establish its own pension system independent of NYCERS but it is only in the rumor stage at this point.
