Assuming a train departs its terminal on time and arrives at the opposite terminal 5 min late or less, then the train is considered to be on time. When I first started and up until the mid 198s or so, the standard was 4 min late or less arriving at the terminal to be on time. The new NYCTA regime didn't improve the on time performance but merely adopted a more liberal standard for what constitutes "on time" therefore creating an illusion of improved performance while in reality legitimizing poorer performance. |
