So is it a good idea to spend tens or hundreds of millions of dollars so that a few hundred or maybe a thousand people have slightly shorter drives?

If you believe like Jared that there's a magical source of extra potential ridership that the LIRR is missing out on, or that a thousand more riders is worth any cost, then yes, it's a good idea. If you believe that the marginal environmental improvements from reduced traffic, petroleum consumption, and carbon emissions are worth the cost, then yes, it's a good idea. Otherwise, if you look at it from a strict cost-benefit analysis, there's plenty of other things you can do first.
