Wrong, it was the other way around. The first plan in the late 60s was to go down Flatbush and extend the New Lots Line to Starrett City. Then it was changed instead to two lines, one down Nostrand to Ave W, and another down Utica to Kings Plaza and the New Lots extension was abandoned.

Of course there were earlier proposals for Utica And Nostrand Lines also.
