Been there, done that, I have rode the shuttle bus plenty of times - often to miss the ferry that I had hoped to actually catch. That's why plenty of times, I just took the whatever train is going to Wall Street (the #1, the #2 or the #3) and walked from there to the ferry terminal. If there I was traveling in a section of the westside where I could catch the R, N or W trains that are traveling to Whitehall Street, I would take those to the ferry terminal. Leaving the Ferry Terminal, it was very rare - as in almost not done to walk to the #2 or #3 Wall Street station for westside destinations. Usually I would transfer to another line to get to the westside - #4 or #5 to Fulton Street for the A or C trains, or something. If traveling to the upper Westside, a simple trip on the N-R-W to Times Square and then the 1-2-3 trains. Not having the #1 at South Ferry due to construction work, G.O.'s weekend re-routes and other happenings has been a constant occurrence for the past almost 20 years. The same situation can be said also for the #4 and #5 at Bowling Green or N-W-R trains at Whitehall Street. At some points only one station was open, and that one just gets used. It is what it is.
