The Bowling Green station about 3 or 4 blocks from the Ferry Terminal Building with the #4 and #5 trains provides enough direct access, in the eyes of the MTA and others. There is NO NEED to re-open the inner loop station at South Ferry - which is now used for crew quarters, and other operations - I am told, and which does not have a passenger entrance anyway.

I have a hunch that the old entrance inside the current Ferry Terminal might be used for the bus terminal stands that they are building in the park outside in front of the ferry terminal.

There was NO NEED to connect the new South Ferry terminal station for the #1 to the Lexington Avenue #4 and #5 tracks. The loop station - both inner and outer loops still exist, and can be used for re-routes, train storage or other activities. It is simply that the passenger access has been removed, and no trains in passenger service go there.

When the #1 train is not running to South Ferry, the TA simply provides a shuttle bus to the nearest operating #1 station - Rector Street, Chambers Street, etc. They have done that for years - it is really not a big deal.

The whole idea of transferring at the Fulton Street station between the 4/5 lines and the 2/3 lines - completely laughable. In light of all the time and effort it takes to get through that station, and the crowds. One could just stay on the whatever train to Wall Street, and walk to the ferry terminal in the time it takes to mess with Fulton Street.

Just my thoughts.
Mike
