Any order to drop a pantograph is given by the RTC (Rail Traffic Controller) at GCT, and only if a problem or exception has been detected or noted in the wire system above or on ro about the catenary towers.

The B and number sign was location sign from old New Haven days, it denotes back of signal(number) from old days that territory was ABS.
To run against current of traffic you needed a train order (19) and other paperwork.
