That's fine, but making it free would lead to complete assymetry in passenger flows. Fine, the HB leg never leaves airport property, but through its interaction with the A train there it creates the same sort of airport access that the Jamaica branch does. It is the trip generation and termination points that are the key in determining whether something is or isn't a circulator. No trip is going to begin on the MTA side of the Airtrain fare control, they're going to come from elsewhere in the city and region. Thus that leg of Airtrain is providing airport access and will thusly be charged as such. In this one case Douce Man is right.

The only viable way to provide a free trip from HB to JFK is to also make the JAM to JFK leg free as John suggested. That then brings with it the problem of through-riding passengers and how they'd fit into the city and airport's fare structure. If the fee for Airtrain is distributed amongst all passengers regardless of their use of the system then we may see people find lower fares elsewhere.
