In most cases for E service at WTC when a crew brings in a train they take back the next E to Parsons. If you have one C per hour terminating there, if the same C crew takes the same train out, you delay E service (or you need an uneven headway because of the C being in the way. If you also have a C drop back crew, it's not productive to have them sitting there for an hour.

As it is there are more A trains than C trains. By occasionally turning one at WTC, it makes uneven C headways and you are screwing Fulton St. local passengers with a missing local train.
