I wonder if it has something to do with the original plans for the line. The Steinway tunnels were originally built for trolley cars - there was supposed to be a loop on the Queens side which I do not believe was ever built, although the tunnel was but never saw revenue trolley service. The Flushing el was simply connected to the already existing and unused trolley tunnel.
