I would have to say "yea", but it would be awesome if the signal disconnected everyone every 2 minutes to prevent abuse and long conversations.
Reasons:
-Those NYCT alerts are useful if you can actually get them in the subway. Currently, leaving your phone on while underground for the brief window of reception to get a text is a good way to kill your battery.
-Data access is nice to look up LIRR / MNRR / NJT schedules you forgot to download to your phone before entering.
-Ordering Chinese/Italian food for pickup is a very useful convenience, for me the call is (especially for Chinese food) typically 15-20 seconds long. Though I'd imagine if one had to repeat their order six times, it would get to be annoying for other passengers.

Though if you want a reason that people will jump on for the "nay" category, just say that terrorists can better coordinate an attack on the subway if they can use cell phones while underground. That will get the plan killed in a hurry.
