Why should this "change" anything for him. Is there anything in the TA employee handbook or rules that forbids "them" from taking photos on TA property? I doubt it.

And don't always assume official credentials will get you by. Before the N. J. Transit photography policy was clarified, I was with a visiting official from another transit system. He wanted to photograph the exterior of the historic Hoboken railroad terminal. We were descended upon by a group of NJT police officers. Showing them my NJT credentials, handing them my business card and explaining the situation meant nothing. We were told that photography there was not permitted and told to leave. I was told that I'd have to take it up with the office. It was a weekend and there was really nobody I could call. Needless to say, I was embarrassed. But, I didn't argue with them. In fact, I thanked them for taking such good care of our property. That was the diplomatic way to handle it.
