Exactly:

The attitude and mindset in the 1940s and '50s was far different than it would become in later years. No one could realistically have thought that far ahead at that time.

Sure, the problems may have been identified in the 1930's, but it needs to be remembered that was before the boom in cars necessitated the change in focus to the roads.
