According to my parents (who were involved) the war planning began in earnest here in 1937 although the Japanese part of it didn't start until 1939 ... it was known within the government that we were going to be sucked in, but the plan was to hold off as long as possible and build the needed gear. First for Britain, then for ourselves. By 1938, economy notwithstanding, shortages in steel and other materials had already begun. This phenomenon was also seen widely with infrastructure that was due for replacement (streetcars and such) being asked to remain in service for as long as possible to reduce the need for civilian materials. |
